Green industrial policy has emerged as a priority in the US and the EU during the past five years. In 2022, the Biden administration passed the Inflation Reduction Act, and the EU`s Recovery Plan, which was agreed upon during the early stages of the COVID-19 crisis, allocated funds to green and digital investments. In Finland, the government led by Petteri Orpo has announced a tax credit targeted to incentivize clean industrial investment. Yet, as the Draghi report highlighted, China dominates the manufacturing capacity of clean technologies. Donald Trump has vowed to pull back green subsidies, which is already decelerating investments in renewable energy. In his presentation, expert Antti Alaja (The Finnish Centre for New Economic Analysis, UTAK) discusses key green industrial policy initiatives and the theoretical case for green industrial policy.
